关于建行ETC通道专用信用卡--辽通龙卡IC信用卡的一些知识
目前很多高速口都有专用通道，很方便，可以打电话到96199询问，目前辽宁可以在建行和中行办理。
建行推出的一种信用卡-“辽通龙卡IC信用卡”，除了具有信用卡的全部功能外，还有高速ETC通道的功能。同时2013年办理，免费赠送ETC专用电子标签“OBU”。
功课还是要先做一下
标准流程先度娘、淘宝了一下
1、关于电子标签“OBU”，好多种啊，价格在300多到200多不等，但是辽宁的是办卡免费赠送，用的OBU是太阳能的，直接粘在风挡上。
2、关于使用OBU上高速的费用问题。国内情况不一，有既赠送OBU上高速费用还打折的，有赠送OUB高速通行费不打折的，有OBU收费但高速通行费打折的，总之，各地区有各地区的规定。目前辽宁采取的是赠送OBU高速通行费不打折的做法。将来是否有变化，尚未可知。
办理建行的辽通龙卡IC信用卡很方便（具体办理情况到建行网点去问吧！）我因为之前已经有建行信用卡，直接到建行网站上申请，很快通过，大概7天左右卡就寄到了。
拿到卡打建行客服激活，然后找超市消费一次，过了2天就拿着卡去辽阳北（下王家）收费口安装OUB去了。

1、办理OBU需要本人身份证件、辽通卡、车辆行驶证（如果不是辽通持卡人名下的车还要提供车主身份证）
2、辽通卡要先激活并消费1次（金额不限）并等48小时后再去安装OBU，大概是为了保证OBU绑定后过高速扣费不出现问题?
3、OBU是用双面胶粘在风挡后视镜后面位置，不影响视线，但是安装后如果拿下，要到安装的地方重新安装，自己粘上是不行的！切记！

几个问题：
1、通过方式可以采用ETC上ETC下、ETC上非ETC下（下时向人工收费处出示卡片），反过来也可以。但我只使用了ETC上下，还没体验过ETC上非ETC下的方式，那天试一下，用该没问题
2、目前高速未实现全国联网，辽宁的ETC卡只在辽宁有效。估计是高管局系统未完成跨省费用清算的问题
3、用卡走ETC通道跨省时要先结清省内费用。然后出省辽宁的ETC卡就用不了啦！好在我不经常出省，否则就得等ETC全国联网之后吧，问96199，会答不知道具体日期啊

背面，中间的按钮一旦安装后拿下会弹出，再粘上要用一种设备读一下，否则不能用啊，可能是为了防止自行移动OBU吧！？

建行的辽通龙卡是采用先记账，晚上统一扣款的方式（信用卡的透支消费避免了储值卡一旦金额不足被堵在ETC口的问题），也就是说，在扣款之前，信用卡余额查询是体现不出来的。
