A ground-to-air security was ready in New Delhi, where Prime Minister Manmohan Singh will unfurl the Tricolour and address the nation from the ramparts of the Red Fort.Police air surveillence and deployment of Air Defence Guns and Quick Reaction Teams (QRTs) of commandoes are among the measures to ensure a trouble-free function to be attended by the country?s top political and military brass.Security agencies in Assam are on ?maximum alert? following a series of blasts triggered by ULFA, the I-Day boycott call given by the banned outfit and intelligence intercepts of its plans to strike sensitive targets tomorrow.Patrolling has been intensified and checks are being carried out in sensitive areas in Guwahati and other important towns.Oil and gas pipelines, power houses, railway tracks and stations in Assam have been put under a tight security blanket.Three bombs were defused in Manipur where the security forces are deployed in strength amid the Manipur People?s Liberation Front?s boycott call. The main function is due at the parade ground of the First Manipur Rifles Battalion.The security has also been stepped up in Nagaland though no insurgent groups have given a boycott call. The added security is in view of the spurt in violence by ULFA militants in bordering Assam.Arrangements are also in place in Meghalaya where the banned Hynniewtrep National Liberation Council had called a 24-hour bandh from 6 pm today in Khasi and Jaintia Hills, Tripura where the outlawed All-Tripura Tiger Force called a ?Black Day? tomorrow with the CRPF and the Assam Rifles on extra alert.Tripura?s 856-km border with Bangladesh has been sealed and BSF personnel were keeping a round-the-clock vigil.An alert has been sounded in Uttar Pradesh with the police and intelligence units deployed in all sensitive towns like Ayodhya, Varanasi, Mathura and Agra. three posthumously ? have been conferred the Shaurya Chakra for
exceptional bravery in operations against infiltrating militants.
Their names figure in
the President?s Independence Day Armed Forces honours list of 130
gallantry awards announced today.
Despite the ceasefire
along the 742-km Line of Control (LoC) with Pakistan-occupied Kashmir
(PoK) holding for nearly two years, the list indicates no let-up in
anti-terrorist operations in Jammu and Kashmir and the northeastern
Of the eight chosen for
the Shaurya Chakra, six are for operations in J&K and two in the
North-East.
The decorated soldiers
include Havildar Rathwa Gordhan Bhai Kalji Bhai of 11 Mahar regiment,
two 9 Rashtriya Rifles personnel, Havildar C.B. Gurung and rifleman
Bhupinder Singh, who made the supreme sacrifice in daredevil exploits to
flush out infiltrating Pakistani mercenaries near the LoC.
Maj Gaurav Rishi of 21
Special Forces has also been awarded the Shaurya Chakra in leading
operations to root out a People?s Liberation Army?s hideout in

recipient of the Sena Medal, awarded in 1999 in the Nowshera sector of

Sanjay Arya of 8 Gorkha Rifles.
The Armed Forces

The Madras regiment,
one of the oldest regiments of the Army, has received 6 Sena Medals and
two Mentions in Despatches.
As many as 222 Indian
Air Force personnel have been promoted to the honorary rank of Flying
Officers and 56 to the honorary Flight Lieutenants.
This is in continuation
with the trend started by former Air Chief Marshall S. Krishnaswamy to
upgrade and recognise the skills of airmen.

On the eve of Independence Day, the government announced that freedom fighters will get enhanced pension from tomorrow.
Ex-Andaman political prisoners will now get a total of Rs 7,500 as against Rs 5,760 drawn by them at present, a Home Ministry spokesman said here today.
Freedom fighters, who suffered outside the British India, will get Rs 6,750 as against Rs 5,040, he said.
Other freedom fighters, including those from Subhas Chandra Bose?s Indian National Army will get a total of Rs 6,000. They are at present drawing Rs 4,320.
The spokesman said the government took the decision of increasing freedom fighters? pension as it felt that the amount payable at present was not not commensurate with the hardships suffered by them.
The basic dependent family pension of spouses of deceased freedom fighters will also go up by Rs 1,000 per month from tomorrow.
Due to the hike, the annual additional outgo is estimated to be Rs 134 crore, the spokesman said, adding pension would continue to be linked with the price index for subsequent years.

The curtains have come down on the dance bars across Maharashtra with the state government issuing a notification for their shut down last evening. The dance bars will not be allowed to open from tonight, the police said.
Governor S. M. Krishna had on August 9 given his assent to the Mumbai Police (amendment) Bill, 2005, thereby clearing the way for banning dance bars across the state.Meanwhile, dance bar owners said they would approach the Bombay High Court on Tuesday to challenge the government?s decision. ?We are ready with our petition and will approach the court on Tuesday,? Manjit Singh of the Fight for Rights of Bar Owners Association said. While the government asserted that dance bars corrupted the youth and were a front for prostitution, the bar owners say more than 70,000 women employed as bar dancers across the state would lose their jobs.The Bill provides for a ban on ?holding of a performance of dance, of
any kind, at an eating house, permit room or beer bar?. It went on to say ?All performance licences, issued under the aforesaid rule by the Commissioner of Police or the District Magistrate or any other officer, as the case may be, being the licensing authority, to hold a dance performance of any kind or type, at an eating house, permit room or beer bar shall stand cancelled?.There is an imprisonment of up to three years and a fine up to Rs 2 lakh for ?any person who holds or causes or permits to hold a dance performance of any kind or type, at an eating house, permit room or beer bar?.

The assassination of Ms Indira Gandhi by her own body guards and the reprehensible orgy of violence that ensued in 1984 will remain a monumental national tragedy and it is time for the
nation, however, to move ahead to keep its tryst with destiny, Congress MP Ashwani Kumar said here today.
The Prime Minister?s statement on the Nanavati report is thus a charter for national renewal and the nation?s resolve to bury the aberrations of the past so as to realise its future, he said.The statement has been followed by action and two committees have since been constituted to implement in letter and spirit the assurance of full reparation for the affected as given by the Prime Minister in the highest forum of our democracy, Mr Kumar said in a statement here.The Prime Minister?s statement reasserts the core values of our nation and commits the full resources to the advancement of the cherished ideals of our pluralist democracy and justice for the unfortunate victims of the 1984 riots. The nation must now move on in the spirit of harmony and social cohesiveness so that we may secure for the succeeding generations their future, rooted in a steadfast commitment to the fundamental tenets of our Republic?, he said.Through his touching and transparent statement and prompt followup action the Prime Minister has shown sensitivity to the sentiments of the nation as a whole. He has unambiguously promised to bring to justice those found to be guilty in accordance with law and promised succour and rehabilitation to all those who were affected.It is indeed unfortunate that even so, arguments are advanced by the Opposition to score political points against the top leadership of the Congress, which has been decisively and fully exonerated by the Nanavati Commission of all allegations leveled against it.The nation expects the Opposition to rise above partisan agendas to ensure communal amity. The idiom of political discourse must be such as will apply the balm rather than to raise communal passions. It has taken much blood and long years for the nation to reclaim its moral centre. It is time, therefore, to rededicate ourselves in the spirit of the Prime Minister gesture to assert the inviolability of the core values of our nation and to dedicate ourselves to the task of strengthening the institutions of state to ensure that 1984 and Gujarat do not recur to shake the nation?s moral edifice,? he said.The Sikh community, whose contribution to the building of the Indian nation is second to none, will doubtless join in the task of ensuring our internal cohesiveness as a nation, and those who claim to be the custodians of the sikh sensitivities must recognise the limits of populism when dealing with issues that concern the collective conscience of the nation and which owe no apology to transient electoral considerations.?In so conducting ourselves and pledging to maintain our unity in diversity in an ambience of harmonious coexistence of different communities that has been the glory of India, we would have strengthened the roots of our democracy in the 58th year of our Independence. Let us dedicate ourselves this day to resisting with all our might any onslaught on the principles that define our nation and the values that sustain it. We would then have paid a befitting tribute to the memory of our innocent brethren who were snatched from us in a carnage that puts us all to shame,? he said.

India?s infant mortality rate (IMR) is higher than its neighbours like Nepal, Bangladesh and Sri Lanka.
In an answer a question in the Rajya Sabha on Friday, Union Health and Family Welfare Minister A. Ramadoss admitted that India?s IMR was higher than that of Bangladesh, Nepal and Sri Lanka, blaming poor nutrition of mothers and newborns, acute respiratory infections and other health problems as main reasons behind why infants in such large numbers continued to die in the country. Quoting a UNICEF report, ? The state of the world?s children 2005?, and a WHO report, The World Health Report, 2005?, he said the IMR for India in 2003 was 63 per 1,000 live births, while for Bangladesh it was 46, for Nepal 61 and for Sri Lanka 13.As per the UNICEF and WHO reports, India?s other neighbours like Afghanistan, Bhutan, Pakistan and Myanmar had still higher motality rates. In 2003, the IMR of Bhutan was 70, Pakistan 81 and Myanmar 76. Afghanistan with the IMR of 165 was the worse, showing the poor health conditions existing there. The other reasons for high infant and neonatal mortality in India, besides poor nutrition of mothers and newborns, are acute respiratory infections, diarrhoeal diseases and inadequate access to maternal and newborn care.Frequent pregnancies among women belonging to low income groups is another cause.Now the Tenth Plan goal is to bring down the IMR at the national level to less than 45 per 1000 live births by 2007.

condemned this premeditated act of violence.
In a condolence message, he said it was clear that terrorism and violence had no place in civilized societies.
Dr Manmohan Singh also spoke to President Chandrika Kumaratunga yesterday.
As soon as the news of assassination came, Dr Manmohan Singh conveyed his condolences to President Kumaratunga and to the people of Sri Lanka. External Affairs Minister K Natwar Singh and Defence Minister Pranab Mukherjee will represent India at the funeral of Mr Kadirgamar in Colombo tomorrow.

A Mumbai youth who killed a woman from Manipur at the Gateway of
India has been remanded in police custody.
The youth, Ujjer Patel, 27, was produced in the magistrate?s court that remanded him in police custody till August 28.Patel, who had earlier given his brother Junaid?s name to the police, had earlier yesterday stabbed his father, mother and neighbours in suburban Jogeshwari before surfacing at the Gateway of India. He was loitering around aimlessly when he noticed Chonthi Shaiza (23), and her cousin Nagakuimi Ralang (20), strolling around. Patel is said to have attacked the two without any provocation. He grabbed Shaiza?s hair and then cut her throat before stabbing Ralang on her head.Shaiza died in a few minutes while Ralang is battling for life in a city hospital. Both girls were working in Mumbai with a multinational hotel chain. They were in town during their weekend off from work.Patel, who did not attempt to run away, was nabbed by the police patrol present nearby.The police said Patel?s other victims had been also admitted to a

Veteran RSS leader H.V. Seshadri is dead, doctors said.
The end for Seshadri, 79, came at Keshava Krupa, the RSS state headquarters here this evening, Dr Nagaratna, who attended on Seshadri, said.
She said he died of multiple organ failure due to septicaemia, an infection that spread to all organs of the body.
Seshadri breathed his last 45 minutes after the life support systems were withdrawn at the private hospital where he was admitted early this month, the doctor said.
