　　彭博社报道说，中美正试图重启贸易谈判，以避免双方爆发全面贸易战。该社援引知情人士的话说，美财长姆努钦和中国副总理刘鹤的代表正在私下会谈。与此同时，西方媒体另一则报道说，特朗普准备把对下一批2000亿美元中国产品的征税税率从10%提升到25%。
　　看来特朗普政府在软硬兼施，试图快速达到迫使中国做出最大让步的目的。
　　我们认为，中美谈起来，总不是坏事。但在现阶段，特朗普政府显然还没有形成与中国通过平等谈判达成妥协的诚意，它处在继续对华极限施压的惯性中。它与中国谈判的目的也是测试中国的受压程度，争取早一点收割对华贸易战的成果。
　　而与美国平等谈判的地位，中国唯有打出来。所以在美国没有改变对华态度之前，不妨让贸易战子弹多飞一会儿，我们不必着急。
　　这的确不是普通的贸易战，特朗普总统要确立“美国优先”的原则，贸易战是他给全世界的下马威。就中美之间来说，贸易战是两国实力格局和国际大形势均发生变化之后重新定义中美关系的过程，两国的贸易力量、综合实力还有意志、凝聚力都将参与这一次的定义。
　　中方需要特别冷静，不能有速战速决的急躁，不能有美方会轻易偃旗息鼓的幻想，我们更不能恐美，当然也不能冲动。我们切不可为了早点结束贸易战做出会被美方视作胆怯的让步，那将是对今后几十年中美关系的错误定位。
　　中美关系的这场重新定义早晚要来。美国的一些精英不接受中国强盛，他们认为美国有能力以遏制的方式结束中国复兴，他们一直摩拳擦掌要展示这一能力，迫使中国像当年接受广场协议的日本一样甘心做美国的经济附庸。这样的野心在很高程度上掺入进了这次贸易战，增加了它的赌注。
　　中美贸易战如果就是点经济利益问题，是不难解决的。打着打着，双方都吃了亏，就会走向谈判，达成一个比打贸易战好得多的妥协方案。如果中美能够轮番加码持续打下去，说明打的已经不是一点贸易利益，而确实就是对中美关系的整体再定位。
　　中国还有没有权利继续发展，我们是否应当臣服于美国，是否应当听从华盛顿的指挥，配合美方利益重构中国的经济运行模式，甚至一言以蔽之：中国是否应该将自己经济主权的一大部分交给美方？如果我们的决定是“不”，那么我们是否应当为捍卫这个决定承受一些贸易战的痛苦呢？
　　有人说，为了重新定义中美关系，美国人已经“为有牺牲多壮志”。这是在吓唬中国人。整个20世纪，美国人的胜利都是美国工业的胜利，靠的是地毯式轰炸。而贸易战是城市巷战，是肉搏，特朗普最清楚，大多数美国人是不会真正跟在他身后的，所以他希望在巷战真正开始之前，他就拿到中国城市的钥匙。
　　让中美关系的艰难定位通过贸易战、而非热战或全面冷战来进行，这对中国或许是最不坏的选择。因为中国的经济和贸易实力恰是各项实力中最强的。或许我们要感谢中国早年的战略威慑力量建设，把那些想捣毁中国崛起的美国精英逼上了经贸角力场。
　　中国人完全不必因中美关系当前的动荡而惊慌。美国有发动和终止贸易战的主动，但它没有贸易战开打后的战役控制权，中国只要团结一心，顶得住一时困难，我们就能打出一场强烈震撼美国的阵地防守战。一场区区贸易战决不可能打散中国崛起，更打不散中国年轻人的人生。
　　我们要冷静、坚定地把这场贸易战当持久战来打，直到美国同意通过平等谈判来解决双方经贸争议，并把它作为今后两国平等协商解决问题的范例。请相信，我们有更多后劲坚持到那一天的到来。

美国展开贸易战的主要目的并不是针对中国的对美出口贸易出超，而是美国对于中国目前的工业能力和工业规模比较担忧，关于中美贸易中中国出超美国入超的现象，离开中国后美国选择任何一个国家或地区作为中国的替代都无法避免，像80年代的日美贸易同样遇到了今天中美贸易中的问题，美国对日本的经济政策我们也看到了结果，并不是简单地从日本敲诈点小钱就能解决了日美贸易的问题，而是要通过汇率调控和对日制裁彻底瓦解日本对美国工业能力形成严重威胁的日本。&br&
目前特朗普的对华500亿关税制裁并不是希望美国国内少买点中国的衬衫袜子玩具就能严重挫伤中国的经济发展，而是看准了目前中国的经济转型和产业升级对中美贸易严重依赖，通过对华关税制裁不过是开始，稍后来临的美国对华出口制裁也为期不远。&br&
历史上关税制裁和出口制裁这一套组合拳，美国玩废了多少潜在的对手？70年代的苏联，80年代日本，包括80年代末利用政治话题对中国进行经济制裁，直到中国在本世纪初加入世贸之前，90年代近十年中国经济基本没有什么太大的起色，现在的中国在美国眼里就是80年代的日本。美国的主要目的不是现阶段通过关税逼中国出点血，而是对中国未来的产业转型高度担忧，希望通过贸易战师出有名对华制裁来重现对日本的打压，例如现阶段中国所谓的国际性大企业，核心技术和核心部件有多少严重依赖美国？手机上高通的芯片，电脑上AMD和英特尔的cpu和主板，微软的系统，甚至包括国内腾讯和阿里等企业的根服务器和终端都要严重依赖美国，离开的美国的技术支持，让中国互联网变成局域网真的不是一句恐吓性质的空话。&br&
中国目前对于美国也没有什么太好的办法，所谓针对性进行关税制裁开展贸易战不过是一句空话，美国对待历任威胁者的态度向来是抱着损人一千自伤一百的原则，中国目前对美关税制裁的项目原则上只挑农产品，不对电子工业和机械工业进行制裁说白了也是屁股决定脑袋，所以很多人对贸易战持客观态度，觉得美国人不会鱼死网破是太天真了。&br&
有些人觉得中国不会步日本后尘，那么我们可以参考一下苏联和俄罗斯在美国制裁后的经济情况，当初美国联合中东国家操纵国际油价玩废苏联财政，前几年的克里米亚战争后美国对俄罗斯的新一轮制裁中，俄罗斯出口经济中占据高比例的油气出口被严重影响，国内企业和国家对外投资被全面限制，即便是中国逆市场价格买了高价气托了普京一把，可是现在俄罗斯作为五大常之一，在美国的制裁下混的gdp才18000多亿美元，连印度澳大利亚加拿大的gdp都要超过俄罗斯达到两万亿美元，所以说中国和美国打贸易战不过是一句气话，美国巴不得中美互相全面制裁，所以中国原先韬光养晦装孙子的套路在特朗普以及之后的美国总统那里讨不了好了，因为目前中国威胁的是美国整个国家的工业能力，按照特朗普中美贸易在高新产业上必须持平的想法，当享受国内优惠税率的大量美产低价iphone冲击国内时，你猜华为小米这样的手机大厂会死多少？所以特朗普给中国号的脉非常准，中国经济转型离不开美国，美国却可以撇开中国寻找印度或者东南亚作为新的世界工厂，目前特朗普精明地看准中国对美国限制性地放开国内市场，美国除了农产品以外，高新技术行业的产品被中国利用经济政策多重限制，要求中国保障从美进口产品分类的贸易额，必然严重冲击中国的国内市场，所以未来必然是一场恶战，中国在贸易战中好了就是今天的俄罗斯，坏了就是90年代的日本。&br&另：4月9日总书记在博鳌论坛的讲话已经表明中美就贸易额平衡已经达成协议，会进一步加大对美进口的额度和降税幅度，此宣言正式宣告中国制造放弃吃独食的打算，愿意与美一同瓜分市场，今天汇率牌价是6.22和6.28，我没记错的话前几天是6.28和6.31，未来预计人民币会小幅度升值来让中国老百姓消化进口的美国制造，此次贸易战总结一下：“美夷资本折耗，久欠无偿；望大皇帝开恩，追完商欠，俯准通商，不敢滋事。” 有知道典故出处的欢迎评论留言。
