食堂外包不是让学生“啃剩骨”借口
　　食堂阿姨啃完骨头扔回汤里给师生吃。9月16日上午，广州交通技师学校一学生拍下恶心一幕：第3食堂的阿姨，竟然把啃过的骨头扔回汤里，继续端给师生吃！据说，这汤是免费提供给师生喝的。随后校方回应此事，称食堂是外包的，会停业整顿一天。（9月18日《江西日报》）
　　食堂阿姨的做法，不仅可能让某位&幸运&的学生有了&啃剩骨&的机会，并且还由于她是将剩骨扔进汤里，所有喝汤的学生都不得不喝她的&口水&。这事儿咋想咋恶心。万一她老人家恰好染上了某些疾病，不知道有多少学生会为此中招。
　　校方的回应并不出人意料。学校食堂出事后，说食堂是外包的，基本上已经跟某些单位&犯错的都是临时工&一样，成为卸责的万能借口。可是，即便食堂是外包的，校方恐怕也难辞其咎。事关学生的饮食安全和身体健康，学校难道对食堂&一包了之&，就没有相应的监督和管理措施？食堂阿姨啃骨头&一不小心&被学生拍下，其实是小概率事件，谁知道在学生看不到的地方，还有没有比这一幕更恶心的事情发生？想想都让人害怕。
　　现如今学校食堂的经营方式基本上分为两种&&学校自营和外包。而外包食堂一旦监管不到位，就很容易出问题。一些食堂承包者为追求经济效益无所不用其极，或抬高学生餐费价格、牟取暴利，或为降低成本罔顾食品质量、购买便宜食材，由此埋下了不少安全隐患。而在学校食堂承包的过程中，还出现了一些暗箱操作的现象，领导亲属或给回扣多者中标，导致学生利益受损，造成了极坏的影响。
　　教育部等十五部门印发的《农村义务教育学校食堂管理暂行办法》规定，学校食堂一般应由学校自主经营，统一管理，不得对外承包。一些地方也都对义务教育学校食堂外包的现象进行了清理。而对于大中专院校，则并无相关规定。大中专院校毕竟跟义务教育阶段的学校不同，不能管得过多、过死。但不管怎么说，任何学校的食堂都必须保证饮食安全和饭菜质量，都不能游离于监管之外。（红网 乔志峰）
