一、采购货物的名称、数量及主要技术参数
1.1 项目编号XX 1.2X商丘X公司X年高校前置营销邮寄项目（二次）； 1.3XX； 1.4 项目规模：预算金额XX（含税）； 1.5 采购内容：根据各高校新生的录取情况，邮寄X年移动SIM卡及新生优惠宣传内容； 1.6 拟购数量X封； 1.7 选包划X：一个选包；
二、资格要求
2.1 本项目采用资格后审。 2.2 资格要求： 2.2.1申请人应具备有效合法的注册资质（营业执照、税务登记证、组织机构代码证、基本账户开户许可证等各种证件合法有效），遵守国家法律、法规，企业业绩良好和企业信誉良好。在经营活动中没有违法、违规记录，没有骗取中标或者严重违约记录，没有出现重大安全责任事故，没有诉讼及仲裁情况，没有被暂停或取消投标资格等不良信息。同时，要求经营范围涉及物流、快递等服务内容，满足本项目要求，并具备独立完成本项目的能力。 2.2.2 具备全国邮递能力，商丘范围内物件到达覆盖率须达到X%，要求邮寄送达范围能X均可送达至行政村级客户。 2.2.3 申请人应具备一般纳税人资格，本项目结算需开具符合国家规定的增值税专用发票。 2.3 本次比选不接受联合体申请，且中选后不得X包转包。 2.4 申请人不得存在下列情形之一：两个或两个以上的申请人被证明存在关联关系或为一致行动人，包括但不限于不同申请人的法定代表人为同一人X、全资子公司或控股公司关系，或某一申请人的高管或高管的亲属为另一申请人的高管等可能会导致其在本次比选活动中行动一致的情形。
三、获取比选文件
3.1 X上发售电子版比选文件，不再出售纸质比选文件。比选文件售卖时间为X年X月X日X时XX至X年X月X日X时XX（北京时间，下同），凡有意参与的潜在供应商，请登录中国移动XX进行项目报名（已在该系统注册过的供应商请直接登录系统进行项目报名，未在该系统注册的供应商请先注册，获取登录账号后登录系统进行项目报名）。
中国移动X首页提供操作手册，潜在供应商根据操作手册进行注册、报名、下载比选文件。
3.2 报名通过的供应商登录系统进行比选文件的购买，比选文件每套售价人民币XX（￥XX）X。本项目只接受a)银行电汇X)银行电汇：在比选文件售卖截止时间前将汇款凭证（收款方为采购代理机构，银行账户信息见公告第7条。汇款凭证需备注该项目的项目编号及用途。通过个人账户转出的需备注供应商名称和项目编号）发送至X。。
注意： 无论比选文件是否收费，经采购人审核报名通过的供应商，请务必在 比选文件售卖截止时间前 登录中国移动X，进入“招投标操作”界面，选择比选项目进行比选文件购买操作；否则将无法正常应答。
3.3 供应商针对供应商注册、报名、CAX上应答操作等相关业务的咨询，请直接拨打中国移动X技术支持联系电话，详见系统首X。
3.4 供应商必须在应答截止时间之前办理CA证书，并使用CA证书进行加密后才能应答；否则将无法正常应答。CA证书具体办理流程参见中国移动采购与招标X“CA证书办理及安装”说明。
四、应答文件的递交
4.1 纸质应答文件递交的截止时间（应答截止时间，下同）为X年X月X日X时XX；地点：商丘移XXX会议室；电子应答文件通过中国移动X提交，截止时间同上。本次开标将于上述应答截止的同一时间、同一地点进行，供应商的法定代表人或其委托的授权代理人应准时参加。
4.2 逾期送达或者未送达指定地点的纸质应答文件，逾期提交或者未提交电子采购与招标投标系统的电子应答文件，以上各种情况均为无效应答，采购人不予受理。当电子应答文件出现应答异常时，应及时联系系统支撑人员解决。若在应答截止时间之前仍未解决，在开标现场供应商须提供在应答截止时间之前进行应答操作出现异常的证明材料，如至少3张不同操作步骤（包含上传、加密、提交操作）的系统桌面的全幅截图，并经采购人确认，则该应答人的应答文件以纸质应答文件为准，电子应答文件同时失效。采购人有权对应答人提供的证明材料进行核实，如果发现应答人提供虚假信息，将追究提供虚假信息的责任。
五、电子采购应答规则
5.1 供应商须在应答截止时间前完成在系统上递交电子应答文件，按4.1要求地点递交纸质应答文件。
5.2 当供应商电子应答文件应答正常时，应答、评审以电子应答文件为准。
5.3 当供应商电子应答文件开标解密异常（包括价格、技术、商务等）时，开标、评审环节该供应商以纸质应答文件为准。当供应商电子应答文件只有应答价格异常时，开标环节该供应商以纸质应答文件的报价为准，后续评审时该供应商以电子应答文件的技术、商务文件为准。
注1：供应商的电子应答文件是经过CA证书加密后上传提交的，任何单位或个人均无法在应答截止时间（即唱价时间，下同）之前查看或篡改，不存在泄密风险。
注2：供应商在应答截止时间之前可以多次提交电子应答文件，后一次提交的文件将自动替换前一次的文件，且前一次提交的文件将彻底删除。
注3：供应商可以登录系统查看电子应答文件上传提交结果，了解和确认电子应答文件提交状态。
六、发布公告的媒介
本次比选公告仅在中国采购与招标网(.cn)、“中国移动X” <a X
上发布，比选公告将明确对供应商的资格要求、发售比选文件的日期和地点、应答、开启应答等事宜。

九、附加项
9.1X上报名应提交的材料，以下材料需是原件扫描件（审核通过后，方可购买本项目比选文件）X）营业执照（副本）；2）税务登记证（副本）（需显示增值税一般纳税人资格）；3）组织机构代码证（副本）；4）基本账户开户许可证；5）供应商法定代表人授权委托书原件，若法定代表人经办，则须提供法定代表人身份证明，经办人提供居民身份证。应答人必须保证上报材料的真实性，比选人保留核查的权利。9.2 成功报名的认定条件：应答方须按下述所列的所有步骤进行操作以完成全部报名流程：（1）应答方根据报名参与项目，按本公告第9.1条款的要求提交报名材料；（2）应答方必须点击“提交”按钮以完成报名申请，比选人或代理机构将对应答方的报名信息进行审核，审核通过后，应答方完成第一阶段报名（但仍不具备参与本项目应答的资格）；（3）应答方完成第一阶段报名后，请务必在比选文件售卖截止时间前登录中国移动XX进入“投标管理”-“投标应答”-“投标应答”- “购买标书”界面，选择本项目进行比选文件购买操作，否则将无法正常应答；（4）已申请购买比选文件的应答方可通过向比选公告第八条联系方式中的银行账户汇款方式购买X名称、项目编号、购买选包，并于完成购买后将购买文件的转账凭证电子版发送至X邮箱。比选文件售后不退。比选人及代理机构不接受未在电子采购系统上申请购买比选文件的应答方来款。（5） 代理机构在确认收到比选文件费用后，通过电子采购系统确认应答方已完成购买，此时应答方完成所有报名流程，并获得通过电子采购系统下载比选文件的权限，此时应答方方具备参与本项目应答的资格。（6）未在报名截止前支付比选文件费用的供应商无法获得下载比选文件权限，且不具备参与本项目应答的资格。
