12月1号刚实施的转账新规，这出台还没几天呢，骗子就想出的新的诈骗手法，这与时俱进的速度也是可以的。
说是一个人在ATM取完钱正准备离开的时候，突然凑上来两个人跟这个人说：因为银行卡的今日取现额度已经用完，我能不能把钱转给你，然后你再从ATM机里取现金给我。
不过还好，正巧有银行工作人员经过并上去询问了详情，骗子看行径败露，便离开了。给银行工作人员一个大大的赞！要不是及时赶到，还真不知道会发生什么……
这个骗子利用的就是转账24小时之后才能到账这一点，他们先给你转账，然后给你看转账凭证，等你把现金取出来给他们之后，他们回过头再进行转账撤销。
除了以上这种情形，还有的一种就是诈骗分子在转账之后不断催你发货或者做某件事情，他们会给你看ATM转账凭证，让你确信他们确实给你转钱了。而对于这种情形，小编想告诉大家：不管他给你多少转账凭证，大家都要以资金到账短信为准，或者登陆网银查询账户余额，确认了资金到账了才进行接下来的操作。
这让女王想起去年发生在自己身上的一件事，当时我在淘宝想买一个相机镜头套，我看有买家在评论里转卖，然后价格也稍微便宜一点，最主要是不需要等待漫长的代购时间，于是我就给那个人发短信，双方谈妥价钱之后，他说晚上给我快递单号，然后我再给他支付宝打款就行。果然，傍晚的时候他就发来一个顺丰快递的单号，然后我直接给那个人的支付宝打了400块钱。
最后，我竟然被骗了。
大家都知道刚发的快递一般要隔一段时间才查到物流信息，而且那会快过年了，物流也比较慢，所以当时他给我单号的时候我也没有多想，而事实是，他根本没有发货，只是给了一个单号而已。后来我打电话给支付宝客服看能不能追回钱款，那边的意思是，支付宝打款是实时到账的，那400块钱是追不回来了的。所以当我看到央行实行的24小时到账这一点时，还是蛮有感触的。
上网查了一下，目前各家银行撤销转账的方式都不太一样，但是基本上通过银行客服电话和网店柜台就可以进行撤销操作，去柜台办理的时候记得一定要拿上汇款银行卡和身份证！
不过现在很少人会在ATM机上转账了，大部分还是通过网银、支付宝或者微信，于是小编也研究了一下这三种方法到底可不可以实现转账撤销。
1、网上银行
就用招商银行作为例子吧。在转账界面中，会出现是否开启次日提出的提醒。
女王我特意打客服电话询问了一下，选择次日提出后钱款大概会在什么时间到账，他们的说法是：如果是行内转账，则在次日0点提出后实时到账，如果是跨行转账则在次日0点以普通模式提出，预计1-2个工作日到账。
在转账后的1天内，如果我们需要进行撤销的话，可以拨打客服95555——2人工服务——1个人银行服务——5普通个人咨询进入人工办理撤销，又或者本人拿着汇出银行卡和身份证到银行柜台申请撤销。
大家可以看看自己的网银是否有这项功能。不过，没有开启次日提出服务的话，就无法进行撤销了。
我相信绝大多数人都会选择这种方式，毕竟网银还是没有支付宝方便，不过很遗憾，支付宝并不具备转账撤销的功能。
使用支付宝转账的话，可以转到两种渠道，一是转到银行卡，二是转到支付宝。
（1）支付宝转到银行卡。虽然转到银行卡可以选择次日到账。
但是支付宝客服的说法是，如果是因为个人原因转账错误而需要进行撤销的话，支付宝是不会管的；如果你是因为被骗钱而需要撤销的话，支付宝方面会尽量跟银行那边联系，但不能保证欠款能追回。
然后我问客服：“转到银行卡的话，银行那边次日转账不是可以进行撤销吗？”客服的回答是：您选的次日转账是支付宝这边的功能。
也就是说，其实银行那边并没有选择日次到账功能。
（2）转到支付宝。这种情况是一点辙都没有啦，转到支付宝是实时到账，所以一毛钱也追不回来！
最后客服善意地提醒了我一句（估计是觉得我被骗钱了）：以后不管在淘宝买东西还是给别人转账，一定要留心，买东西尽量使用淘宝，不要私下直接打款交易。
对于微信转账而言，只有在收款方1日内未予确认收款时，钱才会原路返回到你的账户里。可是骗子巴不得秒点确认呢，所以微信转账也是没可能撤回的可能了。
当时转账新规刚出台的时候，好多网友都大骂央行“乱来”：24小时后才到账，这不耽误事么？如果别人急用钱该怎么办？
但是现在你看，其实“天无绝人之路”嘛，用支付宝和微信还是可以进行实时到账的，最快的一分钟之内就能收到钱款。如果家里长辈不会使用支付宝和微信，而那边又需要马上收到钱款的话，除了使用网银转账时不选择“次日提出”功能外，其实还可以去银行柜台进行转账的！
所以，最后总结一下：
1、只有在ATM机上转账是默认24H后到账
2、网银转账可以根据个人情况选择是实时到账还是次日到账
3、、微信转账都属于实时到账，打出去的钱就像泼出去的水，基本上是追不回来的了，所以大家一定要谨慎！
