in the past, technological advancement was generally held to be synonymous with progress, and progress to be synonymous with absolute good. people thought of technology as a solution to problems, not a creator of them. as we took each step forward, technologically speaking, we assumed that we were leaving old difficulties behind and advancing into a new and more pleasant future. this was only partially true. for us technological advancement did solve old problems, it also created new ones. these problems are of various types, each having different implications and requiring different degrees of human decision.
one set of problems can be readily identified by looking around. these problems concern the &pollution& of our environment by technology as a result of sudden upsets and imbalances in the physical, economic and social equilibrium. the most obvious aspects of these are the general pollution of our physical environment and the destruction of irreplaceable natural resources.not so obvious as these, but just as painfully significant to some, are the effacement and displacement of jobs which overnight often create large groups of jobless citizens.
can technology be used to undo what it has done, replace what it has destroyed or substitute what it has caused to disappear? no one knows. many of us wonder whether all of the sources of pollution have yet been identified, whether they are being arrested and whether they will be prevented from recurring.
another set of problems relate to what technological advancement has done to the quality of life. an improved life has not been, unfortunately, either the goal or the chief beneficiary of technological change. too much has happened too fast. in contrast, in the past, things changed slowly enough to accommodate gradual change. people could be aware of it and adjusted to it, and perhaps they could even change it. in the modern world, we must make rapid decisions today, or tomorrow wemay find a whole new world built up.
presumably the most significant and potentially explosive issues, however, are those related to methods of human manipulation and control. there is also the new horizon of genetic analysis, manipulation and correction. and there is now the possibility of creating a living substance and decoding and generating a complete organism from the information found within a cell.this is no longer a daydream. some consider these possibilities visions, others nightmares.
it is true that incredible powers are now within our hands,or at least within our reach, and the question no longer is &can we do it?& but &how soon can we do it?& our lives have been and are being changed drastically. the point is to take control of technology or to be driven by it.

I am not supportive of the idea that either takes priority. It is necessary and absolutely possible that economic development and environmental protection co-exist, in the sense that both of them are indispensable factors for the prosperity of society.　　我不支持这两者任何一种要优先发展。经济发展和环境保护需要同时存在也是完全有可能的，在一定程度上这两者都是繁荣社会的不可缺少的因素。　　Economic development is seemingly more important, due to the fact that it creates enormous job opportunities, improves living conditions and increases government revenues. Yet, the above goals can only really be reached on condition that the environment is well protected. And, interesting, it is the economic development per se that provides the money and personnel resources required for the protection of the environment. A well-preserved environment is the groundwork for the economy and in a way promotes economic growth. A fast-development and well-functioning economy calls for a good environment, which offers essential resources, e.g. wood, coal, water, and so on. Once the environment deteriorates, the production process is likely to be disturbed or even halted. What is worse, natural disaster that comes with the worsening environmental conditions might even paralyze the whole economy and pose a severe threat to human life. The pursuit of short-term economic profit is the destruction of our home and that of our posterity.　　经济的发展似乎更重要，由于它创造了大量的就业机会，改善了生活条件以及增加了政府收入。然而，如果环境被保护了，以上的目标才算真正达到了，经济发展的本身提供了钱，这些资源要用于环境保护上。一个被保护得好的环境是经济基础也是提高经济的一种方式。快速发展和运转良好的经济呼吁良好的环境，它能够提供基本的能源，比如：木材，煤，水，等等。一旦环境恶化，产品进程很可能受到干扰或者甚至中断。更严重的是，自然灾害伴随而来的更为严重的环境问题可能会使整个经济瘫痪而且对人类生活形成严重的威胁。短期经济利益的追求会使我们的家和权益受到破坏。　　So economic development and environmental protection are equally important. 　　In recent years, China&s economy has maintained rapid development, injecting vigor into global economic growth. Facts have confirmed the prediction made by China before its WTO accession: China&s development cannot be sustained without the world, and world development needs China. In the coming 20 years, China is bound to make historic contributions to global economic development and to the common progress of mankind, while building a well-off society in an all-round way. To achieve this, China will continue to expand foreign trade, energetically implement its west development strategy, further improve its investment environment, and provide overseas investors with greater business opportunities. Meanwhile, it will guide and support competitive enterprises to invest overseas and carry out diverse forms of economic and technological cooperation on the basis of equality and mutual benefit. China will further intensify bilateral, multilateral and regional economic cooperation, so as to achieve common development in all countries and regions in the world.

　　Dear Michael,
　　China's economic growth has now slowed for seven consecutive quarters and the bears are arguing not only is real growth lower than the headline number but that a further sharp slowdown in China's economy is inevitable.
　　Certainly a quick recovery from the 7.7% pace of growth in the first three quarters of this year to the double-digit growth rates of the recent past is not on the cards. Indeed it is more likely that we will see growth over the next two to three years in the 6.5% 8% range, with some possibility for slightly higher growth beyond that time horizon, if the new leaders can introduce the right reforms.
　　The main causes of the slowdown are the weak external sector, with the shrinkage of net exports subtracting almost a half a percentage
　　point of economic growth in the first three quarters this year, and softening investment, particularly for property. But with China's broad external surplus at a 10-year low in the first half of this year, absent a complete European melt down (in which case all bets are off), the drag on growth from the external sector is not likely to worsen significantly from here. The bigger worry is property investment, which is growing at barely half the pace of 2011 but still twice as fast as the underlying economy. If property investment moderates further for several additional quarters, GDP growth could slide to under 7%.
　　On a more bullish note, consumption demand played a more positive role in generating economic growth last year as both private and government consumption as a share of GDP notched up their biggest increases in more than a decade. The growth of average disposable income of urban residents relative to GDP growth in the first three quarters is even more favorable this year than last, providing the foundation for relatively strong private consumption growth again this year, helping to cushion any further slowdown in property investment.
　　If the government strengthens its policies to rebalance the sources of
　　economic growth by continuing to allow the value of the renminbi to be mostly market determined, further liberalizing deposit interest rates, and eliminating unwarranted subsidies for industrial energy consumption, the sources of China's economic growth could be gradually rebalanced away from investment in favor of private consumption expenditure, thus putting China's growth on a more sustainable path.
　　Adopting this policy package is a not an unlikely outcome of the upcoming leadership transition. It is one thing for the Hu Jintao Wen Jiabao leadership to go out of office on a weak economic note - after all they achieved the highest average 10 year economic growth in recorded Chinese history.
　　It is quite another for the Xi Jinping-Li Keqiang leadership coming into office to contemplate a further deterioration of China's economic performance in their first years. The intellectual case for an accelerated pace of economic reform has been well established in China. If Xi and Li can overcome the entrenched vested interests that have slowed reform to a crawl in recent years they will be laying the foundation for stronger economic growth over the medium term, say something in the 7.5% 8.5% range beginning in
