文化遗产保护与旧城改造关系的研究 摘要 由于国内文化遗产保护工作向来是由国家文物局负责管理，而城市发展或建设
则是隶属于建设部的权责范围，因此从两者发展的历史来看，索来便是被区分为两
个互不相干的领域。然而，随着文化遗产保护与城市问题的复杂化，原本一味强调
文物保护的制度已逐渐显得不足，而旧城区中所急迫需求的改造建设则严重地威胁
到文化遗产保护的空间。 从城市整体发展的角度来看，街区保护规划的价值与意义其实更在于改造城市
简陋的旧城区，以带动城市整体发展的扩张与进步。研究内容将概略地包括三个部
分：一是从历史与区域发展的角度回顾绍兴市的城市发展历程，以理解其地方发展
的趋势与文化遗产保护间的关系；二是针对仓桥直街等历史街区的保护规划，说明
其规划进行的运作方式与经营策略；最后则是综合前述的发展与规划经验，尝试分
析文化遗产保护与旧城改造在该案例中所发生的互动与影响，为我国旧城改造和文
